Abstract: Product energy consumption allowance (PECA)is very important for the management and monitoring of energy consumption and the improvement of energy efficiency in product manufacturing process. A number of methods currently have been successfully used to make PECA for process manufacturing industry including steel, chemical industry and so on. Especially, some national standards of PECA for several main products have been published in China. However, as for discrete manufacturing products with great quantity, it is very difficult to make their PECA due to the complexity and variety of their energy consumption processes. As a result, no national PECA for the discrete manufacturing industry is now available. By way of analyzing the energy consumption characteristics of discrete manufacturing product, a number of complex characteristics of making PECA are revealed, such as the relevance of PECA and distributed multiple manufacturing systems. Based on these characteristics, a strategy for establishing product energy consumption allowance in discrete manufacturing industry is proposed by classifying these products into two types, general products and specific products. For general products, the related PECA making strategy is presented by combining the PECA with the corresponding manufacturing system. For a specific product which is in huge quantity and with a large volume of energy consumptions, and whose manufacturing processes and equipment are relatively certain, the uniformed PECA making strategy is suggested. Moreover, the specific procedures of above two strategies are detailed. These characteristics and strategies provide a general solution to make PECA for discrete manufacturing industry.
