Abstract: The four condition's implication, including innovation base, innovation talent, innovation consciousness and innovation way, are discussed. One national innovation ability includes both knowledge innovation ability and technical innovation ability. So far as the innovation thinking way is concerned, the former includes the latter. Knowledge innovation ability refers to both individual and group of researcher. It is a system of knowledge innovation ability, which is made of four basically innovation conditions. What's .
