Abstract: The method of multi-level collaborative project planning is studied on the background of multi-level collaborative project plan management. The multi-level collaborate project planning mode is studied and a hierarchical definition describing complex engineering project planning is given in order to meet the special requirements of the complex project planning issue in multi-level collaborative projects. A method of project process modeling and simulation, which supports project planning, is proposed. Based on the stochastic network technology, process models can be built for describing the complex process relationship of multi-level collaborative project. Furthermore, project simulation based on various risk values is executed to obtain the probability statistical distribution of the project duration value, thereby obtaining the duration forecast value of project under different completion risks. The simulation result can be applied to the project planning to show the overall planning reasonability to the project manager.
